Can a custom Routed Event be used only on custom control??

HI all,

Can a custom Routed Event be used only on custom control??... My doubt is whether can i use a custom routed event like"Glow" for a button like this.

<Button Name="MyButton" Glow="GlowHandler">Content</Button>

if possible, please explain this with a example..
