Touch events not firing

I have been working with WPF's built-in touch events over the past few months without any issues. However, yesterday when I tried to run the exact same program (no code changes) the touch events will not fire. The cursor changes to crosshairs like a touch even was detected, but in the code only the mouse events get hit.

I tried creating a few new, simple programs like the manipulation example, to make sure it was not an issue in the code itself. However, these other programs had the same issue of only recieving mouse events.

I restarted the computer several times and reinstalled the drivers but it did not seem to change anything. I have tried using a different brand of touch screen with different drives which also used to work and am seeing the exact same issue. I work on a private network, so it is unlikely that any updates were pushed to my computer without my knowledge.

The touch/multitouch does work in other programs as well, like paint, without any issue.  It seems to be a problem with C# and/or WPF not being able to recieve these events anymore. I have had this issue before with a different computer and was never able to find a solution. Plugging in the touch screens into a different computer was the only workaround I was able to find.

Has anyone else experienced this and know of a solution or have any idea how to enable the touch events again?

EDIT: I tried to package the simple manipuation example and installing it on another computer to see if it was possibly a different version of C# or .NET dll's that were causing the issue, but the program installed and worked correctly on the new computer. And packaging the same program from the computer that was working and installing it on the computer that is not working did not fix the issue.
