How could have Visual Studio webform Toolbox in wpf Application individual?

I want to create a designer like  "Web Form Designer" of Visual Studio IDE in WPF App.

does VS have any library or SDK that can use toolbox individually?

I saw something in this sample Custom Activity Designer. and then think could I do something like this with WebForm Designer and then save output in Xml,aspx file or any other format that is possible.

please let me know if you have any idea.
