WPF Webbrowser Host Local HTML/Javascript

How do I do this?  I have an entire HTML/CSS/Images and I have sample code that will load the HTML into the current webbrowser or Frame control (home.html).  I have tried this in both.  The page loads, the CSS and background seems to load.

However, when I go to pages that use JavaScripit, the JavaScript has problems loading.  I get errors that it can't find JSON and various script errors.  Some pages that rely on the JavaScript won't load at all.  However, if I browse the content locally, there's not a problem.

I have searched the morning on Google and these forums and can't figure out what the issue is... I've come across some people that are loading the Javascript per page by injecting through C#...  Does anyone know if there's an IE security setting I can change to allow the JavaScript to run or an easy way to get the JavaScript to load?  I am at my wits end on this one.
