ListBox ItemTemplate style?

hi all,

      i need a listbox style like below image,

using itempanel template.

in my listbox has 2 rows only and n columns.

it should be ordered like 

1 2 3 4 9   10 11  12

5 6 7 8 13 14 15  16

is that possible?
