Xaml can be seperated from the resource?

Hi

Can anyone who is the expert of WPF give me hint about the following issue?

We want to make a WPF application because we need to modify the GUI on site as per requirement from customer

so we want to deploy the application with the main WPF window file as a .xaml rather than the resource of a dll so that we can modify the GUI on site by using Microsfot Blend.
